近年来,上海石化通过深化改革,持续发展,装置的生产规模不断扩大,技术要求不断提高。通过减员分流和改制分流,员工队伍总量进一步压缩。要满足发展需求、提高效率主要靠人力资本的优化。要达到国内一流、国际先进,教育培训的赶超较之生产的赶超,往往要超前一两代人才能见效。因此,按照上海石化发展战略的要求,员工的能力培养是当前最为紧迫的任务之一。我们必须下决心抓好员工培训工作。
