近年来,检察机关内部从上至下运行了一套目标管理绩效量化考核机制,极大地推动了基层检察机关和检察干警开拓进取奋力争先,促进了基层检察院的各项建设,但同时也凸现出了其自身无法克服的缺陷:一是刚硬有余而柔和不足。年终仅以考核结果论成败,在一些基层院和干警中形成了唯考核论、唯结果论,给机关和干警带来了无形的压力。
