党章是党的总章程,是最根本的党规党法,对于推进党的工作、加强党的建设具有根本性的规范和指导作用,在党内具有最高的权威性和最大的约束力。党的十七大根据形势任务的发展变化,对《中国共产党章程》作出了适当的修改。新修改的党章,坚持以科学思想为指导,体现了党的十六大以来一系列重大战略思想,对于进一步统一全党思想、凝聚全党智慧、指导全党行动都具有十分重要的意义。笔者认为,学习领会十七大对党章的修改,应当重点领会以下几点: The party constitution is the general constitution of the party and the most fundamental party rules and regulations. It has a fundamental normative and guiding role in promoting the party’s work and strengthening party building. It has the highest authority and the highest binding force in the party. The 17th CPC National Congress has made appropriate changes to the “Constitution of the Communist Party of China” according to the development and changes in the situation and tasks. The newly revised party constitution, insisted on using scientific thinking as a guide, embodies a series of major strategic thinking since the 16th CPC National Congress and is of great significance to further unifying the thinking of the entire party, pooling the wisdom of the entire party and directing the entire party’s actions.
