从20世纪80年代起西方各发达国家实行了“新公共管理运动”的行政改革策略。“新公共管理运动”的主旨是运用市场积极有效的经济方法及手段来解决传统的政府公共部门激励欠缺的弊病,进而提高公共部门的行政效率及效果。尤为重要的是,新公共管理运动中实施的各项改革措施,例如建立政府遥控职能,实行地方分权自治,鼓励公共产品竞争、国有资产私有化以及绩效评估管理等,已经使传统单一的政府计划管理模式转化为一种新的混合制管理模式。
Since the 1980s, western developed countries have implemented the “new public management movement” administrative reform strategy. The motto of “New Public Management Movement” is to use the market’s active and effective economic methods and means to solve the shortcomings of the traditional government public sector incentives and to improve the administrative efficiency and effectiveness of the public sector. Of particular importance are the various reform measures implemented in the NPM movement, such as the establishment of a government remote control function, the implementation of decentralization of local autonomy, the encouragement of competition for public goods, the privatization of state-owned assets and the management of performance evaluation, which have made the traditional single government Plan management mode into a new hybrid management mode.
