  牛年岁末,虎年将至的时候,谷歌中国威胁退出中国市场的新闻引起无数网民的关注。事件纷争两个多月,谷歌最终退居香港。然而在这个过程中,网络监控、政府喉舌等成了热门词汇,连美国国务卿克林顿都对事件作出了反应,俨然将这场谷歌与中国之争,上升到商业运作之上,更带有政治色彩的对决。
  谷歌中国的“威胁门”,背后真正的原因究竟是什么,是中国的网络审查制度,还是谷歌中国本身不见增长的市场占有份额,我们不得而知。但是没有谷歌的中国网络世界,并不见得会愁云惨淡。没有谷歌,仍有百度;没有Facebook,仍有QQ;没有YouTube,仍有Youku;没有eBay,还有淘宝……在神奇的中国网络世界,总能发现无数熟悉又带有中国特色的网络标识,或许正是这一点,才让这些西方IT巨头在中国举步维艰吧。
  
  Interviewer: Will China miss Google if it goes? Well, I sat down with Connect the World’s digital producer Phil Han to find out.
  Phil: Well, Google’s been in China for about five years now and they really haven’t made much of a dent. Now there’s about 400 million internet users in China and Google only really captures about 35% of the market.
  Interviewer: Right.
  Phil: The main search engine market there is really something…it’s something called Baidu, and that’s the local search engine which occupies about 60% of the population, (Interviewer: Mmm.) and that’s what everyone really uses there. (Interviewer: Mmm.) So if Google really did pull out, let’s say tomorrow, (Interviewer: Mmm.) there wouldn’t be a massive problem for people in China to…to use search engines, because they’ve got their very own.
  Interviewer: In Chinese language of course.
  Phil: It’s in Chinese language as well.
  
  Phil: And, but, one of the most startling things is Facebook. Now you and I know how popular Facebook is in countries like the UK or …or in the [United] States, (Interviewer: Mmm.) and they have about 325 million users around the world. (Interviewer: Mmm.) Now, the most interesting is…the most interesting thing is that China has their own version, and it’s called QQ, and guess how many members they have?
  Interviewer: I’ve got no idea.
  Phil: They have 375 million members …
  Interviewer: Really!
  Phil: …just in China…
  Interviewer: Wow!
  Phil: …that use QQ, so that’s…
  Interviewer: That’s amazing!
  Phil: …pretty startling. And as you can see here, we opened up our own little profile, which we’ve called, “CNN connect
  the world” …
  Interviewer: Is this CTW?
  Phil: …in Chinese. I don’t read Chinese, so not very much luck… (Interviewer: Right.) having…using it, but, yeah, that’s what they use in China, and they can share photos, chat with each other, so it’s a great little…great little service.
  
  Phil: Now we all know about YouTube as well, and the big problem for Chinese people there is that they all…a lot of Chinese can’t speak English or read English, so they have their own service and it’s called Youku, and this is where a lot of Chinese programs on television and film go on and where many Chinese people can watch TV or watch movies, and this is what they use there, and YouTube doesn’t really have much of a presence at all in China.
  
  Phil: Finally we have eBay. We now [sic] how popular eBay is in countries here where we can use it, but in China, they…they tried to have eBay in China but they failed miserably, and they had to pull out because they really weren’t capturing any of the market there, and they have their own version here, and as you can see, it’s kind of set up similar to how it is with eBay, but they have their own version, which the Chinese people use here, so… (Interviewer: Mmm.) you can tell from over these few sites that Western countries really haven’t made much…much of an impact in China, and it’s really the Chinese companies that dominate.
  Interviewer: I’m not going to ask you what this site is called, ’cause you told me don’t speak Chinese, so whatever the equivalent of eBay is, that’s what this is. So the question is this: Is China going to miss Google?
  Phil: I don’t think China will miss Google and China won’t miss Facebook or any other kind of company, Western company that tries to set up base, because they just don’t use it.

  菲尔:还有,一个让人很吃惊的是Facebook。你和我都知道Facebook在英国或者美国这些国家有多受欢迎,(记者:没错。)它的全球用户数达到了3亿2千5百万。(记者:嗯嗯。)现在,有一个很有趣的……有趣的现象就是中国也有自己的版本,叫QQ。猜一猜它有多少用户?
  记者:我猜不出来。
  菲尔:3亿7千5百万。
  记者:真的吗!
  菲尔:……这还只是在中国境内……
  记者:哇!
  菲尔:使用QQ的用户数量,这个数字实在……
  记者:太惊人了!
  菲尔:非常令人惊讶。你看,我们现在打开“CNN连接世界”的用户
  界面……
  记者:这是“连接世界”吗?
  菲尔:……这是中文界面。我不懂中文,所以我没那么幸运能……(记者:是的。)使用它,不过,这个就是中国人在使用的,他们能在上面共享图片、聊天,这是一个很不错……不错的小服务器。
  
  菲尔:我们都知道YouTube了,不过对于中国人来说,他们(使用YouTube)的最大问题就是他们几乎……大部分中国人不会说英文或者看不懂英文,所以他们开发了自己的版本,叫优酷。优酷上有很多中国电视节目或电影,因此很多中国人能在上面看电视或者看电影,所以中国人都会使用它,而YouTube在中国的知名度并不高。
  
  菲尔:最后我们要说说eBay。我们都知道在eBay能通用的国家里它有多受欢迎,但是在中国,eBay曾经尝试进入中国市场,但结果失败得一塌糊涂。在得不到任何市场份额的情况下,它只好撤出中国。中国版的eBay(指淘宝网),你也可以看到,跟eBay有很多相似之处,但这是属于中国自己的,中国人使用的网站,因此……(记者:嗯嗯。)你可以从这几个网站看到西方的企业在中国很难施展影响力,真正主宰市场的还是中国企业。
  记者:我不打算问你这个标志是什么,因为你告诉我你不懂中文,所以不管eBay的中国版本叫什么,它就是什么吧。我的问题是:中国会想念谷歌吗?
  菲尔:我想中国不会想念谷歌,或者Facebook,还是其他一些想在中国分一杯羹的西方IT企业,因为中国人根本就不会使用它们。

  美国华尔街日报记者:温总理您好。我是《华尔街日报》记者Andy Brown。我的问题是这样,最近有一些外国企业抱怨说目前中国的外商投资环境不如以前这么友好,最近谷歌表示要退出中国的市场,去年中国逮捕力拓公司4名员工也引起了担忧。那么总理,您对这两个事件有什么看法呢?将来中国会采取什么样的措施来让外国企业放心?谢谢。
  
  温家宝:其实你说的情况和每年大量的外资进入中国并不完全符合。但是,我还是愿意回答你的问题。
  中国将坚定不移地实行对外开放的方针,欢迎外国企业到中国依法经营。我们不仅要大力引进外资,还要特别重视引进外国的技术、管理方法。我希望外国的研发机构更多地能建立在中国,这样可以提高外资使用的效益和质量。
  
  温家宝:我们要从法律上为外国企业在中国的经营创造一个公平的环境,而且使外国的企业能够享受同中国企业一样的公民
  待遇。
  比如,在应对金融危机当中,我们实行了许多刺激经济的政策:家电下乡、汽车以旧换新,我们都采取公开招标的办法。参加招标的既有国内企业,也有国外企业,也有台商和
  港商。
  
  温家宝:如果说有什么缺点的话,那就是我同外商的接触还不够紧密。今后在我这三年的工作当中,力求能多增加一些同外商接触的机会,使你们更好地了解中国的政策,同时我也愿意听取你们对中国吸引外资的意见。谢谢你。
  
  Reporter from Wall Street Journal: I’m with Wall Street Journal. We have heard some complaints from foreign businesses operating in China that the foreign investment environment in China is not as good as it was before. Recently Google has threatened to pull out of the Chinese market, and last year four employees of Rio Tinto were arrested. That has been a source of concern for foreign businesses. I wonder what is the perspective [sic] of the Chinese government on these issues, and what steps will the Chinese government take to make the foreign businesses feel reassured about doing business in China?
  
  Premier Wen Jiabao (Zhang Lu’s translation): I don’t think the situation that you described in your question accords with the facts that there has been a large inflow of foreign capital into China every year, but I am still ready to answer your question.
  China will unswervingly pursue the policy of opening up to the outside world. Foreign businesses are welcome to come to China to establish businesses according to the law. We will vigorously bring in foreign capital and at the same time we will give high priority to bringing in advanced foreign technologies and many [sic] general expertise. We hope that foreign companies will build more R&D centres in China so that we will be able to raise the quality and efficiency in using foreign capital.
  
  Premier Wen Jiabao (Zhang Lu’s translation): We will put in place institutional arrangements to level the playing ground for foreign businesses doing operations in China, and we will also ensure that foreign businesses operating in China will enjoy national treatment as the local businesses.
  For example, we have introduced a series of stimulus measures to tackle the financial crisis. These measures include the program of subsidizing the sales of home appliances in China’s rural areas and the trade in of second-hand automobiles with new ones in China’s rural areas. And in implementing these programs, we have conducted public tendering, and this public tendering has been participated [sic] by both companies from the mainland and from Hong Kong, Taiwan, as well as foreign businesses.
  
  Premier Wen Jiabao (Zhang Lu’s translation): If there is anything that we are still falling short of, I would like to say that I have…I am not as…I still am not in very close touch with foreign businessmen doing business in China. So, in the next three years in my work, I will create more opportunities for me to have more interaction with the foreign businessmen in China, so that I can help you better understand the paths of the Chinese government, and I will also have the opportunity to listen to your views about how we can make the most of foreign investment in China.
