此文从理论和实践上论述了停电施工挂接地线时保障人身安全应采取的措施。通过对《电业安全工作规程》（电力线路部分和发电厂、变电所电气部分）要求采取措施的历史演变对比，提出了对规程DL409－91第4．3．3条的修改建议，并提出了对规程附录中绝缘棒交流耐压试验值规定的理解和建议。
This article discusses theoretically and practically the measures that should be taken to protect the personal safety during the construction of power line grounding. By comparing the historical evolvement of the measures required by the “Electrical Safety Regulations” (the power line part and the power plant, the electrical part of the substation), this article proposes the amendment to Article 4.3.3 of the DL409-91 Proposed to the appendix Appendix insulation rod AC withstand voltage test value of the provisions of the understanding and recommendations.
