对于抽象行政行为，以往国内研究只注重其中的行政立法部分。近年来，行政法学者开始关注享有行政立法权的国家行政机关除行政立法权外的其它抽象行政行为和不享有行政立法权的国家行政机关的抽象行政行为。与行政立法相比，其他抽象行政行为在数量方面远远超过前者，行政机关工作人员进行具体行政行为时也往往直接引用这类非立法性的行政规范，所以，对这类行为进行研究十分必要。本文重点研究上述抽象行政行为中的行政命令 For the abstract administrative act, the past domestic research only paid attention to the administrative legislative part.
