在当前通信市场格局下,如何避免管网重复建设,科学合理地确定管网建设规模,有效利用主导运营商的存量管网资源,削减城市架空通信线路密度、构建政策保障机制,实现信息管网的"统一规划、统一建设、统一管理".是规划编制者必须思考的问题.通过的编制实例,对以上问题进行了初步探讨,提出了一些创新性的观点.
