In 1986, the International Atomic Energy Agency (IAEA) held the “Chernobyl Nuclear Power Plant Accident Post Review” proposed “safety culture.” The nuclear experts attending the meeting agreed that in order to ensure the safety of nuclear power plants, all nuclear power plants in the world should establish a “nuclear safety culture” with the main content of “formulating a safety plan for preventing nuclear leakage and putting it into effect”.
