文化产业是伴随世界经济迅猛发展起来的一门新兴产业,被认为是“二十一世纪的朝阳产业”或“黄金产业”。文化产品具有外部性和公共产品属性,既能实现经济效益,也会产生社会效益。一个国家的文化产业政策不能简单等同于一般的产业政策。政府应当积极介入文化产业发展,以适当的政策措施进行引导扶持,促使其健康向上发展,不断助推经济发展,满足人们精神需求。
The cultural industry is a new industry accompanied by the rapid development of the world economy and is considered as “the sunrise industry in the 21st century” or “the gold industry.” Cultural products have externalities and public product attributes, both to achieve economic benefits, but also have social benefits. A country’s cultural industry policy can not simply be equated with the general industrial policy. The government should actively intervene in the development of the cultural industry, guide and support it with appropriate policies and measures, promote its healthy development and boost its economic development to meet people’s spiritual needs.
