为了适应WTO五年准备期过后中国建筑市场全面对外放开,中国建筑企业能够与国际惯例顺利接轨,我国政府逐步推行项目管理和代建制等新型建设模式。新形势下,施工企业逐渐暴露出自身存在的问题,陷入了经营和发展的困境。惟有通过改革企业内部管理体制、培养复合型人才、实行外部资源整合(如引入独立于施工企业的造价咨询公司),来加强成本控制和工程结算,才能扭转局面。
In order to meet the overall liberalization of China’s construction market after the preparation period of WTO five years, China’s construction enterprises can smoothly integrate with international practices. Our government is gradually implementing new construction modes such as project management and agent construction. Under the new situation, construction enterprises gradually expose their own problems and fall into the predicament of operation and development. Only by reforming the internal management system of the enterprise, training compound talents and practicing the integration of external resources (such as introducing cost-independent consulting companies independent of construction enterprises) can we strengthen cost control and project settlement so as to reverse the situation.
