正当美、英等西方国家为它们所面临的经济衰退挠头的时候,德国经济却一枝独秀。1990年德国西部经济增长率达4.5%,仅次于日本,居西方世界第二位。国民生产总值为24477亿马克,人均39832马克。德国联邦银行行长甚至夸口说德国已是“带动世界经济增长的火车头”了。此话虽有些过分,但也从一个侧面反映了德国的经济形势。有评论说,
