随着我国新一轮国企改革步伐的加快,国企改革的力度和重要性明显上升。国有企业的改革关系到国家经济体制改革的成败,牵涉的社会问题非常广泛,其中最重要的核心问题就是国企人力资源管理方面的改革。国企员工的招聘机制改革对国企改制后人力资源的管理起着关键的作用。本文以当前国有企业的人力资源管理现状及问题出发,针对性的对国有企业提出通过竞聘上岗、外部招聘、淘汰冗员、继续完善离岗学历培训制度等方式来完善国企的人才资源管理及选拔任用制度。
With the acceleration of the reform of the new round of state-owned enterprises in our country, the intensity and importance of the reform in state-owned enterprises have risen markedly. The reform of state-owned enterprises is related to the success or failure of the reform of the state economic system and involves a wide range of social issues. The most important central issue is the reform of human resources management in state-owned enterprises. The reform of the recruitment mechanism for state-owned employees plays a key role in the management of human resources after the reform of state-owned enterprises. Based on the current situation and problems of human resource management in state-owned enterprises, this paper aims to perfect the management of state-owned human resources and the selection and appointment of qualified state-owned enterprises through such measures as competitive bidding, external recruitment and elimination of redundancy, system.
