在市政府各种会议中,常务会议发挥着龙头作用.提高常务会的议事质量和决策水平,抓好议定事项的落实,是克服“三多”的一条重要途径.过去,常务会的管理主要存在着以下问题:一是很多议题未经过认真协调和把关,仓促上会,难以决策.二是议题筛选缺少法律审查等程序,议而难决,反复上会,失去了常务会议的严肃性.三是会中管理不严密,发言不集中,列席人员过多,影响议事效率.四是决策事项承办责任不明确,会后督查不及时,造成某些议定事项决而不行,针对上述情况,我们在会前准备、会中控制、会后督办三个环节上进行了一系列探索和改进.
