财富阶层的形成过程其实也是政府实行改革开放的过程。在构建社会主义市场经济的过程中,政府提出树立社会主义法治理念、构筑社会主义法律体系,这些对于保证市场公平具有积极意义。但我们看到实际效果与设计初衷仍存在差距。财富阶层因亲身经历以及在制度许可范围内对利益的追求,导致以财富安全以及更好生活质量为初衷的出国热。政府不应限制公民的合法迁移,但应着力设计好国内制度,秉持公平而不是平均主义的理念,公平对待市场主体,积极培育社会团体力量,共同建设国内投资环境、生活环境。 The formation of the wealth class is actually the process of government reform and opening up. In the course of building a socialist market economy, the government’s proposal of establishing the socialist concept of the rule of law and building a socialist legal system are of positive significance for ensuring market fairness. However, we can see that there is still a gap between the actual results and the original design. Due to personal experience and the pursuit of interests within the limits of the system, the wealthy class has led to an overseas fever that is based on wealth and safety and better quality of life. The government should not restrict the legitimate migration of citizens, but should devote efforts to designing a good domestic system, adhering to the concept of fairness rather than egalitarianism, treating market players fairly, and actively nurturing the power of social groups to jointly build a domestic investment environment and living environment.
