文化是旅游景区的灵魂所在。水街是盐城近年来推出的新型旅游景区,但其在文化挖掘中有得有失,为提升水街旅游吸引力,有必要提升其旅游文化。基于水街资源特色、盐城地域文化及旅游者需求,将水街文化主题口号定为“水上福地,盐人盐城”。围绕该口号,水街可开发餐饮、交通、文化、节庆、休闲娱乐、购物等类型多样、文化内涵深厚的旅游产品。此外,营造真实的文化氛围,开展主题文化宣传,也是水街旅游文化提升的重要途径。
