建设一支高素质干部队伍,是实现中国跨世纪发展目标的关键。知识经济已叩响21世纪的大门,迫切要求各级干部在提高自身适应能力的基础上,担负起发展知识经济的动员和组织作用。认真研究知识经济对干部素质提出的新要求,是制定相应的对策,建设高素质干部队伍的前提。 一、知识经济对干部思想政治素质提出了更高的要求 干部政治素质不是一成不变的僵化的教条,而是根据形势发展不断变化,新内容、新要求不断增加的动态的开放的体系。从发展知识经济来看,有四个方面日益突出。
Building a contingent of highly qualified cadres is the key to realizing the goal of cross-century development of China. The knowledge-based economy has knocked on the door of the 21st century and urgently requires that cadres at all levels should shoulder the mobilization and organizational role of developing a knowledge-based economy on the basis of improving their adaptive capacity. A careful study of the new requirements put forward by the knowledge economy on the quality of cadres is a prerequisite for formulating corresponding measures and building a cadre team of high quality. First, the knowledge-based economy poses higher requirements for the ideological and political quality of cadres. The political quality of cadres is not rigid and rigid dogma, but a dynamic and open system based on constantly changing circumstances, new contents and new requirements. From the development of knowledge economy, there are four aspects are increasingly prominent.
