人才资源作为事业单位提升自身服务质量和满意度的重要依托,其资源利用效率和效果直接关系到单位的公共服务职能实现和单位综合发展水平的提升。就当前我国基层事业单位人才资源的开发和利用情况来看,存在人力资源管理理念落实不到位、职责与权限分配不明确、人才资源考核与利用不合理等问题,严重束缚了事业单位的良性运作。在这样的情况下,要充分发挥培训在人才资源开发中的重要价值,利用培训的方式来建立和完善单位人力资源管理制度,提升人才资源利用率,为单位和人才的双赢提供重要的保障。
Talent resources, as an important support for public institutions to improve their service quality and satisfaction, have a direct impact on the realization of the unit’s public service functions and the improvement of the comprehensive development level of their units. As far as the development and utilization of human resources in grass-roots public institutions in our country are concerned, problems such as the inadequate implementation of human resources management concept, the unclear allocation of responsibilities and authorities, the unreasonable utilization and assessment of human resources, seriously hampered the healthy operation of public institutions . Under such circumstances, it is necessary to give full play to the important value of training in the development of human resources and use training methods to establish and improve the human resources management system of units so as to enhance the utilization of human resources and provide an important guarantee for the win-win situation of units and talents.
