本文在明确我国NGO在自身组织方面存在着组织合法性不明、功能定位不清等多方面的问题基础上,从政府管理、社会宏观环境、组织人员素质等方面,分析了NGO问题的成因,并针对NGO问题及其成因,明确提出了改进政府对NGO管理、优化NGO结构、增进NGO资源等多方面的综合治理策略,以从组织角度优化我国NGO的治理能力,形成NGO问题的有效治理机制,服务于NGO的发展,服务于社会公共治理的深化。
On the basis of clarifying that NGOs in our country have many issues such as unclear organizational legitimacy and unclear function orientation in their own organizations, this paper analyzes the causes of NGO problems from the aspects of government management, social macroeconomic environment and the quality of personnel in the organization. In view of the problems of NGOs and their causes, this paper clearly proposes various strategies for improving government’s management of NGOs, optimizing the structure of NGOs and improving the resources of NGOs so as to optimize the governance capacity of NGOs in China from an organizational perspective and form an effective governance mechanism for NGOs. Serve the development of NGOs and serve the deepening of public governance.
