当前我国正处在由传统计划经济向社会主义市场经济转变的时期，铁路运输企业，无论从建设社会主义市场经济体制的外部要求，还是自身发展的需要，都必须进入市场，但要具备：政企分开、改革运行体制、建立现代企业制度和解放思想、转变观念等条件。铁路运输企业进人市场后，还要处理好市场调节和计划调节、公益性和企业性、自主经营和运输集中统一指挥以及公司之间、公司与政府间的关系。铁路运输企业如何逐步走向市场，目前可从改革运输计划体制，对分局进行公司化改革试点，发展多种经营，并积极参与粮食、煤炭、食糖、肉类、有色金属等各类市场对运输的需要。
