1994～1995年，有关部门对汉北河进行天螺综合治理，年均断水达5个月之久，水路货运士下降，孝感市航务系统连续两年未能完成省航务局下达的规费征收计划。1996年初，新调整的市航务局领导班子大胆改革，加强征费基础工作和稽查力度，取得了一定的成绩，全年共完成规费征收任务
