自《新晚报》1991年12月13日根据档案史料开展“哈尔滨城史纪元”(建城起点)讨论以来已逾两年之久,其间许多专家、学者发表了颇有见解的文章。特别是1993年9月16日召开的“近代哈尔滨城市建设纪念日”研讨会,作为主办单位之一——哈尔滨市社会科学院提出“中东铁路的修筑应是哈尔滨近代城市建设起点”的立意与命题,并主张1898年6月9日作为哈尔滨城布建设的纪念日,获得了与会绝大多数人的赞同与肯定,形成了这次研讨会的中心观点,也是这次研讨会的重大突破与进展,必将对今后整个学术界和社会产生重大影响。这次研讨会,与会者21人,主要形成三种观点:①赞同与兴建中东铁路有关17人,占绝对多数;②赞同与开埠有关2人;③赞同与设治有关1人。
Since the New Evening News on December 13, 1991, more than two years have passed since the debates on the history of the archipelago in the city of Harbin have been held. On the other hand, many experts and scholars have published some insightful articles. In particular, “Seminar on Modern City Construction in Harbin” held on September 16, 1993, as one of the sponsors, Harbin Academy of Social Sciences proposed that “the construction of the Middle East Railway should be the starting point of modern urban construction in Harbin” The conception and proposition, and advocated June 9, 1898 as the construction of Harbin city cloth, won the majority of people attending the approval and affirmation, formed the seminar’s central point of view, but also the seminar’s Major breakthroughs and progress will surely have a significant impact on the academic community as a whole and in the future. The seminar, with 21 participants, mainly formed three kinds of views: ① agree with the construction of the Middle East Railway, 17 people, representing an absolute majority; ② agree with the port opened 2; ③ agree with the rule of a person.
