根据１９９４年和１９９５年Ｓｃｒｉｐ杂志发表有关资料，分析１９９３～１９９４年的新化学实体药物的研究开发情况，从中可以看出，美、日不论开发研究的数量还是上市的数量都是名列前矛的。美、日新化学实体药物开发研究投入的人力和经费也是最大的。在发达国家中，美、日的投入资金占６０％以上，人员数目占５０％。我国的新药研究开发必须提到日程上来，探索中国自己的路，结合国情，发挥优势，建立合理的新药研究开发运行体系是我们应该思考的问题。
