组织竞争能力的增强和工作绩效的提高都离不开个人的作用,员工的能力、技能和学识是一个组织重要的元素,成为组织不断学习和成长的核心。在今天的环境中,哪一个组织如果不充分利用员工的能力,如果不能发展员工的能力,那么它将渐渐失去竞争能力甚至被淘汰。这就要求传统的人力资源管理发生转变,即从基于工作的人力资源管理转向胜任力取向的人力资源管理。
