卫生改革要达到兴利除弊的目的,就必须在建立激励机制的同时,健全约束机制。本文针对改革实践中出现的各种不良倾向,提出了相应的约束办法:(1)防止盲目攀比数量指标,强化医疗服务质量管理,正确处理好工作数量与服务质量的辩证统一关系;(2)防止单纯追求经济收益,严格执行物价政策,采用多种办法,切实加强医疗收费管理,(3)加强宏观控制,掘弃短期行为,注重长远发展;(4)防止科技发展停滞,加速人才培养和科技开发,努力提高技术服务能力。
In order to achieve the purpose of benefit and demerit in health reform, we must establish an incentive mechanism and improve the restraining mechanism. This article addresses the various unhealthy tendencies in the practice of reform and proposes corresponding constraints: (1) Prevent blind comparisons of quantitative indicators, strengthen quality management of medical services, and correctly handle the dialectical unity relationship between work quantity and service quality; (2) To prevent the mere pursuit of economic benefits, strictly implement price policies, and adopt various methods to effectively strengthen the management of medical charges, (3) strengthen macro control, abandon short-term behavior, and pay attention to long-term development; (4) prevent stagnation of science and technology and accelerate personnel training. Scientific and technological development, and strive to improve technical service capabilities.
