从分析河 北省首都 周围绿 化工程入 手， 论述 了 林业 的生 态 环境 建设 主 体地 位确 立 的客观性， 指 出主体 地位确立 的物质基 础， 在于 它对社 会经济发 展的推 动； 主 体地 位确 立的 条件，在于诸 多矛盾的 正确处 理。从而 从理论上 分 析确 立了 林 业的 生 态环 境建 设 主体 地位 。为 在可持续发 展理论指 导下， 把 首都周 围绿化工 程建设 推上一个 新台阶提 出了具 体思路。
Starting with the analysis of the afforestation projects around the capital of Hebei Province, this paper discusses the objectivity of the establishment of the dominant position of the ecological environment in forestry and points out that the material basis for the establishment of the subjective position lies in its promotion of social and economic development.
