基于《水利水电工程标准施工招标文件》(2009年版)通用合同条款影响承包商投标决策风险因素,并结合长期的经验积累,构建了水利水电工程投标决策评价指标体系,提出了一种基于直觉模糊集理论的理想解法(TOPSIS)的多项目投标决策方法,并将其应用于葛洲坝集团施工企业拟投标的A、B、C三个项目中。结果表明,B项目为优先考虑的投标项目,与实际情况相符。
Based on the common contract terms affecting the contractor’s bidding decision-making risk factors and combining with long-term accumulation of experience, this paper established a bidding decision evaluation index system for water conservancy and hydropower projects and put forward a bidding decision-making index system based on intuitionistic ambiguity Set theory and multi-project bidding decision-making method of TOPSIS and apply it to three projects A, B, and C proposed by Gezhouba Group construction enterprise. The results show that the B project is the preferred bidding project, in line with the actual situation.
