从问卷调查统计的初步分析来看,中国民主党派精英参与公共政策制定的特征主要是:对公共政策制定过程的关注度明显高于普通民众;参与动机以公利导向为主;获取政策信息的主渠道更丰富,使用频率更均衡,信息技术更现代;对不同层级政策的关心程度和参与程度之间存在明显的剪刀差现象;参与频次在横向分布上存在非均衡状况;在绝大部分政策领域,民主党派的参与频次达到甚至超过了党派精英的期望值,但在反腐倡廉、政法领域,党派精英对民主党派参与频次的认知与期望程度有较大差距;不同党派的精英表达出来的对本党派政策参与领域的偏好不一样,这种偏好往往受到民主党派作为政党所具有的利益代表功能与作为知识分子政党所具有的社会责任感、忧患意识和大众情怀的影响;更倾向于使用组织化、理性化、制度化的方式参与公共政策制定;更倾向于利用制度性途径表达政策建议;参与绩效明显高于一般民众。
