分离企业为社会的职能,是国有企业改革的一项长期而艰巨的任务,也是改革的难点。云南电力后勤改革的目标,是按照公司化改组、商业化运营、法制化管理对后勤服务单位进行改制,建立适应社会主义市场经济发展需要的现代后勤管理体制和后勤服务运行机制。进一步解放和发展后勤生产力,逐步实现后勤服务社会化,后勤改革需要经过三个阶段,分离企业办社会的职能。第一步,将企业生活后勤服务单位与生产主体分开,组成为电力生产建设,为职工生活服务为主的后勤经济实体;第二步,经过长期发展,壮大后勤经济,逐步实现生活后勤服
Separating the functions of enterprises as a society is a long-term and arduous task for the reform of state-owned enterprises, and it is also a difficult point for reform. The goal of Yunnan’s power supply logistics reform is to restructure the logistics service units in accordance with corporatization, commercialization, and legal management, and to establish a modern logistic management system and logistics service operation mechanism that meets the needs of the development of the socialist market economy. Further liberation and development of logistics productivity, and gradually realize the socialization of logistics services, logistics reform needs to go through three stages, separating the functions of enterprises in running the society. The first step is to separate the company’s life logistics service unit from the main body of production to form a logistic economic entity mainly for the production and construction of electric power, which is mainly for the life and service of the employees. Secondly, after long-term development, the logistical economy will be strengthened and the logistic service will be gradually realized.
