世界银行在其最近发表的一份有关马来西亚问题的内部报告书中,要求马来西亚“放宽”它的工业投资政策,不要把扩大原住民参股比例作为工业投资政策的僵硬原则。这份刚在华盛顿披露的报告书也注意到了马来西亚日益增大的债务负担。世界银行作了这样的劝告:由于传统商品出口下降,取得国外资垒的代价已经更加高昂,马来西亚必须充分利用其国内资金,并将其出口商品从传统出口商品转向制造工业品。
In its recent internal report on Malaysia, the World Bank demanded that Malaysia “relax” its industrial investment policies and not expand the proportion of indigenous shares as a rigid principle of industrial investment policies. The report, just disclosed in Washington, also noticed the growing debt burden in Malaysia. The World Bank has advised that due to the declining exports of traditional commodities, the cost of obtaining foreign bases has become more exorbitant. Malaysia must make full use of its domestic funds and shift its exports from traditional exports to the manufacture of industrial products.
