1 流域概况大沙河属海河流域漳卫河水系,系卫河上游,历史上洪涝灾害十分频繁。建国后,先后在干流上游晋豫交界处,建成中型水库1座(群英水库),总库容1660万 m~3,控制流域面积165km~2,中下游(博爱、焦作、武陟、修武境内)经过1958年、1964年、1978年3次疏竣、复堤,右岸堤防初具规模,使大沙河部分河道防洪标准达到10～20年一遇,在保障防洪安全,促进当地经济发展,提高人民生活水平和改善生态环境等方面起到巨大的作用。但同时,由于投资所限,工程治理标准不高,还不能有效地防御洪涝灾害,特别是随着焦作市城区向南发展,在
