科学的执行力文化产生持久的执行力。要提升公共政策执行力,必须在政府内构建一种执行力文化。我国公共政策执行总体状况良好,但政策得不到有效执行(弱化)的情况亦普遍存在。公共政策执行力弱化的原因主要表现在:儒家传统文化观念的长期影响,执行人员缺乏良好的执行心态,公共政策执行缺乏良好的法治环境,执行人员追求部门利益和个人利益等。为此必须完善执行制度,进行价值取向的正确引导,建立和完善各种利益均衡机制,完善干部选拔任用机制,营造良好的法治化环境,加强组织的责任意识培养。
The executive culture of science produces lasting execution. To enhance the execution power of public policies, a culture of executive power must be built within the government. The overall implementation of public policy in our country is in good condition, but the policy is still not implemented (weakened) effectively. The reasons for the weakening of public policy execution are as follows: the long-term influence of Confucian traditional culture, the lack of a good implementation mentality of executive staff, the lack of a good rule of law environment for the implementation of public policies and the pursuit of departmental benefits and personal interests by executive officers. To this end, we must perfect the enforcement system, correctly guide the value orientation, establish and perfect various mechanisms for balancing interests, improve the mechanism for the selection and appointment of cadres, create a good legal environment and enhance the sense of responsibility of the organization.
