人的文化属性自古就有,并不一定是社会经济科技发展到今天才突显出来。历史上的每一个阶段都有不同的军队管理文化,但是把文化作为管理新理念、新手段和新境界,并且成为主体要素,是在特定的历史发展阶段和人类文明进步的实践中形成的。倡导科技文化管理绝不是说此前时代就不存在文化管理因素,而是相对而言未能充分重视文化资源在管理活动中的主动应用。因此,提出军队文化管理,目的就是要把潜在的文化资源提升转化为显性意识、显性行为和显性工具。从这个意义上说,文化管理势必将军队管理理论与实践推向新层次新境界。
Human cultural attributes have existed since ancient times, and it is not necessarily the case that the development of social economy and science and technology will be highlighted today. Each stage in history has a different army management culture. However, taking culture as a new idea, new means and new realm of management and becoming the main factor has been formed in the specific stage of historical development and the progress of human civilization. Advocating the management of science and technology by no means does not mean that cultural management has not existed in the previous era, but rather has not paid sufficient attention to the active application of cultural resources in management activities. Therefore, the purpose of putting forward the cultural management of the army is to transform potential cultural resources into explicit awareness, explicit behavior and explicit tools. In this sense, cultural management is bound to push the theory and practice of military management to a new level and new level.
