煤炭行业,是事故高发行业。特别是5大自然灾害俱全、资源濒临枯竭、人口众多、包袱过重的南方煤矿,由于受小煤窑严重侵蚀和安全投入欠账过多,更是极易诱发安全事故。这样的老煤矿,尤其在年初,因为工作繁忙,稍有不慎,更成了安全事故多发的季节。有人称谓这种年初事故多发的现象为“怪圈”。今年来,湖南省白沙煤电集团马田煤业公司属下的5对生产矿井共同实现了安全生产,且看在2004年他们是如何地—— The coal industry is a high-accident industry.
