8月30日-9月10日,国际民航组织国际航空保安公约外交大会在北京召开。在12天的会期内,近80个国家和组织的300多名代表和ICAO的高级官员就条约涉及的主要争议问题进行最后的磋商,并最终产生了2010年《北京公约》和2010年《北京议定书》。这是民航史上第一个以中国城市命名的国际公约。《北京公约》和《北京议定书》将成为国际反恐公约中的重要组成部分,意义深远。全程参与《北京公约》和《北京议定书》出台过程的国际民航组织法律官员黄解放教授,既从一名国际公务员的角度,又从一名在国内兼任教学工作的民航法学工作者的角度,对新公约和议定书给予了专业和深刻的解读。黄解放教授生于1956年,籍贯福建泉州。中国武汉大学学士,加拿大麦吉尔大学法学硕士,荷兰莱顿大学博士。主要职务为国际民航组织(联合国专门机构)法律官员、联合国反对恐怖主义执行工作队成员、中国民航大学教授、法学院院长。曾任中国驻加拿大大使馆随员、三秘。1988年起参与国际民航组织活动,担任部分代表团法律顾问,1996年进入国际民航组织秘书处,任法律顾问。2004年起代表国际民航组织出席联合国大会及其他会议,并担任由24个国际组织组成的联合国反对恐怖主义执行工作队成员,参与研究、讨论和起草联合国全球反恐战略。2007年起兼任国际民航组织咨询上诉联合委员会三人委员之一,负责组织内法律纠纷的审查裁决工作。
August 30 - September 10, the ICAO Diplomatic Conference on the International Aviation Security Convention was held in Beijing. Over the 12-day conference, more than 300 representatives of nearly 80 countries and organizations held final consultations with top ICAO officials on the major issues concerning the treaty and eventually resulted in the 2010 Beijing Convention and the 2010 Beijing Protocol. This is the first international convention in the history of civil aviation that named China’s cities. The “Beijing Convention” and the “Beijing Protocol” will become an important part of the international anti-terrorism convention and have far-reaching significance. Professor Huang Jiefang, an ICAO legal official who has participated fully in the process of promulgating the “Beijing Convention” and the “Beijing Protocol”, not only from the perspective of an international civil servant but also from a civil law legal worker who concurrently serves as a teaching instructor in China, The new convention and protocol gave a professional and profound interpretation. Huang Jiefang professor was born in 1956, native of Quanzhou, Fujian Province. Bachelor of Wuhan University, China, Master of Laws, McGill University, Canada, Ph.D., Leiden University, Netherlands. Chief positions are legal officers of ICAO (UN Specialized Agency), members of the UN Task Force on Combating Terrorism, Professor of Civil Aviation University of China and Dean of the School of Law. Served as a member of the Chinese embassy in Canada, three secretaries. Since 1988, he has been involved in ICAO activities as legal adviser to some delegations. In 1996, he joined ICAO’s secretariat as legal adviser. Represented ICAO on behalf of ICAO from 2004 to the UN General Assembly and other meetings. She is also a member of the UN Task Force on Terrorism Implementation comprising 24 international organizations and is involved in the research, discussion and drafting of the UN Global Counter-Terrorism Strategy. He is also a member of the three members of the ICAO Joint Advisory Appeal Board Board since 2007 and is responsible for organizing the review and adjudication of legal disputes within the organization.
