黑龙江水系地处我国东北边陲,是我国“三横一纵”水路运输网最北端的“一横”,被誉为“塞北黄金水道”。黑龙江航运集团(简称龙航集团)是这黄金水道上的拓荒者。龙航集团在2000年实施政企分开的体制改革中自觉步入市场,按照加快“三个调整”,实现“三个转变”的构想,不但平稳地度过了转轨、转型的脆弱期,而且取得了年平均减亏1000多万元的经营业绩。实践证明调整是龙航集团加快发展的现实选择。
