对覆盖全国的大型建设项目进行后评价,只靠人工分析评价,不仅工作量大,难以在短期内完成,而且诸多子项目的评价标准不易统一掌握,客观性难以保证。在全国农村电网建设与改造项目后评价中,我们将层次分析法、德尔菲法、有无对比法、优选组合预测、模糊综合评价等多方法融为一体,建立计算机评价支持系统,实现了各子项目的快速准确的量化评价,在此基础上运用逻辑框架法进一步进行综合分析,充分发挥整体方法的优势,避免单一方法的不足。本文重点介绍这一集成化评价方法的思路。
The post-evaluation of large-scale construction projects covering the entire country depends on manual analysis and evaluation. It not only has heavy workload and is difficult to be completed within a short period of time, but also the evaluation criteria of many subprojects are not easy to grasp and the objectivity can not be guaranteed. In the post-evaluation of the construction and renovation projects of rural power grids in the country, we integrate the AHP, Delphi method, non-contrast method, optimal combination forecast, fuzzy comprehensive evaluation and other methods to establish a computer evaluation support system, Sub-project of the rapid and accurate quantitative evaluation, on the basis of the use of logical framework for further comprehensive analysis, give full play to the advantages of the overall approach to avoid the lack of a single method. This article focuses on the idea of this integrated evaluation method.
