洪水属于自然灾害,所以可控性较低,因此只有加强水库调度系统集成管理,才能有效的调节水库的水位,从而降低洪水造成的经济损失。洪水调度系统的主要作用是为了协调洪水的调度管理而设立的,是抗洪救灾的重要措施之一。所以为了有效的控制洪水的破坏率,必须要建立健全的洪水管理系统和完善的控制措施。但是就目前而言,由于水库建设方面存在结构性问题,以及管理中受技术、环境等因素的影响,导致我国洪水调度系统的集成管理一直处于相对落后的发展状态。本文主要通过对洪水调度系统的集成管理进行简要的分析,探讨其面临的问题和有效的解决措施。
Flood is a natural disaster, so the controllability is low, so only by strengthening the integrated management of reservoir dispatch system, can effectively adjust the reservoir water level, thereby reducing the economic losses caused by floods. The main function of flood dispatching system is to coordinate the flood management and set up the flood control and flood relief is one of the important measures. Therefore, in order to effectively control the rate of flood damage, we must establish a sound flood management system and improve control measures. However, for now, due to structural problems in reservoir construction and the influence of technology and environment in management, the integrated management of flood dispatching system in our country has been in a relatively backward state of development. This paper mainly analyzes the integrated management of the flood dispatching system and discusses the problems it faces and the effective solutions.
