资源枯竭型城市的产业转型是当前我国产业结构调整中面临的一个重要课题。辽宁作为我国资源型城市较多的老工业基地,如何在资源枯竭问题日益突出的情况下加快这些城市的产业转型,已经成为刻不容缓的战略任务。资源枯竭城市的产业转型有大量工作要做,但其中一项重要紧迫的任务就是切实加强和改进基层党组织建设,以发挥党组织的政治核心作用来保证产业转型的顺利进行。针对这一问题,我们在深入调查的基础上进行了专题研究,并提出我们的设想和建议。
The industrial transformation of resources-exhausted cities is an important issue in the current adjustment of industrial structure in our country. As an old industrial base with many resource-based cities in China, how to speed up the industrial transformation of these cities under the condition of increasingly exhausted resources has become an urgent strategic task. There is a great deal of work to be done in the industrial transformation of resource-exhausted cities. However, one of the most important and urgent tasks is to effectively strengthen and improve the building of grass-roots party organizations so as to give play to the political core role of the party organizations so as to ensure the smooth transition of industries. In response to this issue, we conducted a special study on the basis of in-depth investigations and put forward our ideas and suggestions.
