“城以港兴、港为城用”这是世界各国沿海港口城市社会发展的普遍规律。天津港之所以成为天津市,青岛港之所以成为青岛市,中国经济特区,经济技术开发区之所以选址在沿海港口城市兴建,就是因为有一个能吞能吐的港口。港口,作为联结国内与国外,沿海与内地和联结国际终端市场的纽带与城市发展是相依共荣的。进入20世纪90年代,世界经济总趋势是发展与合作,这种港城自然发展缓慢推进的区域经济,需要从空间发展生产力的角度重新认识。因为这种港城自然联系和港口单一功能的利用,远没有把港口和陆域生产力要素流向配置最佳,港
