立法,是宪法和法律赋予省、自治区、直辖市人大及其常委会的重要职权,事关改革、发展、稳定的大局,关乎广大人民群众的根本利益。改革开放20多年来特别是近10年来,安徽省人大及其常委会既始终坚持依法行使立法权,又勇于开拓创新,使地方立法工作取得了令人瞩目的成绩。1979年12月31日,安徽省第五届人民代表大会常务委员会选举产生。半年后,省五届人大常委会第四次会议通过了新中国成立后安徽省第一部地方性法规——《安徽省第五届人民代表大会选举实施细则(试行)》,由此,安徽人大地方立法的帷幕徐徐拉开。截至2001年3月1日,安徽省人大及其常委会共制定、修改、批准地方性法规262件(不含按照行政处罚法修订的32件)。特别是1993年省八届人大成立以来的近10年间,省人大及其常委会在中共安徽省委的领导下,始终坚持以党的基本路线和邓小平理论为指导,坚持社会主义民主与法制建设的基本方针,依照宪法和法律的规定履行职责,在立法工作中体现了江泽民总书记“三个代表”重要思想。省人大常委会主任孟富林等领导同志,高度重视地方立法工作,牢牢把握地方立法的原则和方向,坚持立法数量与质量并重,使
