中国加入WTO后,国内电信市场已分阶段地逐步开放,外资将逐渐涉足中国电信市场,中国电信业将面临一场新的革命。由于国内的人力资源成本相对国外低很多,外资进入中国以后,将大力推进人才的本地化战略,那些具有较高的业务水平和丰富工作经验管理的技术人才,必然成为国外大公司所招聘人才的主要目标。因此,电信企业应该形成以留住优秀人才为目的合理的激励机制,避免企业人才的流失。
After China’s accession to the WTO, the domestic telecommunications market has gradually opened up in stages and the foreign investment will gradually enter the Chinese telecommunications market. China’s telecommunications industry will face a new revolution. Since the cost of human resources in China is much lower than that of other countries, foreign investors will vigorously promote the localization strategy of their talents after they enter China. Those skilled personnel with high professional standards and rich experience in management will inevitably become recruited talents from large foreign companies main target. Therefore, the telecom enterprises should form a reasonable incentive mechanism for the purpose of retaining excellent talents and avoid the loss of business talents.
