国务院关于鼓励外商投资的规定二十二条发布以后,对更好地吸引外商来华投资,引进先进技术,提高产品质量,扩大出口创汇,起了很好的促进作用。产品出口企业是指产品主要用于出口,年度外汇总收入减除生产经营外汇总支出和外方分利用汇后,外汇有结余的生产型企业。对外经济贸易部《关于确认和考核外商投资的产品出口企业和先进技术企业的实施办法》明确了产品出口企业必须同时具备三个条件:1、必须是生产出口产品的企业;2、产品主要用于出口(包括自行出口、代理出口及其他方式出口),年出口产品的产值达到全部产品产值总额的50％以上;3、当年实现营业外汇收支平衡有余。根据上述三个条件,经
