宗教极端主义已对当今世界各国的安全稳定构成严重威胁,2011年哈萨克斯坦为打破这一威胁颁布实施了《哈萨克斯坦共和国宗教活动与宗教组织法》。该法试图在宗教信仰自由与国家安全之间重新取得平衡,引入了宗教组织注册、宗教组织分级、宗教鉴定等一系列旨在加强宗教组织管理,压缩宗教极端主义生存几率与影响范围的制度。我国可借鉴哈萨克斯坦的立法经验,从反宗教极端主义的需求出发,制定一部具有浓烈时代气息的宗教法。
Religious extremism has posed a serious threat to the security and stability of all countries in the world. In 2011, Kazakhstan promulgated and implemented the “Religious Activities and Religious Organs Law of the Republic of Kazakhstan” to break this threat. The law tries to strike a new balance between freedom of religious belief and national security and introduces a series of systems aimed at strengthening the management of religious organizations and reducing the chances of survival of religious extremists and the scope of their influence through the registration of religious organizations, the classification of religious organizations, and the identification of religions. My country can learn from Kazakhstan’s legislative experience and proceed from the needs of anti-religious extremism to formulate a religious law with a strong atmosphere of the times.
