Development Planning and Transport Investment Strategies Both China and South Korea have formulated several multi-year development plans to guide the investment direction of industries and regions. Before discussing the topic of this article, it is helpful to briefly review these plans and their implications for the development of ports and maritime transport in the region. 1.
