工业区企业劳动关系的和谐,关键在于能够在企业中形成一套可以长期运行的自治机制。本文从社会治理的视角分析了劳资自治模式形成的意识形态条件、内部组织条件和外部保障条件;并依托于天津泰达开发区的个案经验,讨论了劳资自治机制如何落地的问题。劳资自治模式的生成是形成有序化、可调控、可预测的企业内部劳动关系的核心机制。
The key to the harmony of the labor relations in industrial enterprises is to form a self-governing mechanism that can be operated for a long time in the enterprise. From the perspective of social governance, this article analyzes the ideological conditions, internal organizational conditions and external security conditions formed by the labor-management autonomy model. Based on the case study of Tianjin TEDA, the article discusses how the labor-capital autonomy system can be implemented. The generation of the mode of labor and capital autonomy is the core mechanism of forming an orderly, regulable and predictable internal labor relations in an enterprise.
