中国建材董事长宋志平曾在2016年3月2日指出,“央企是供给侧改革的排头兵,中国建材在行业去产能、结构性调整过程中责无旁贷。”国有企业改革一直以来都是中国经济体制改革历程中争议和变化最大的改革之一,从改革的初步探索、制度创新以及纵深推进三个阶段的历程来看,国有企业改革在很大程度上调整经济结构,促进国民经济发展,使得人民生活水平得到了显著的提升。然而,在这个新时代,国企虽然恢复了部分活力,但却依然无法与“航母级”的企业相抗衡,无法掩饰自己本身所存在的种种弊端,如企业的各种“插足”和“买断”现象等等仍然存在。因此,本文针对国有企业改革未来的规划,从开放(企业产能过剩)——-共享——创新(薪酬分配)三方面来谈谈我的一些具体看法。

However, in this new era, although the state-owned enterprises have regained some vitality, they still can not compete with the “carrier-class” enterprises and can not hide their own drawbacks such as various kinds of “plug-in” And “buyout” phenomenon, etc. still exist. Therefore, in this paper, we will discuss some of my specific views on the future planning of state-owned enterprises reform from three aspects: opening up (overcapacity of enterprises) --- sharing-innovation (remuneration distribution).
