1991——2000年,是我省造林绿化的重要时期。这一时期,全省造林绿化的奋斗目标、总体布局及建设重点是: 一、奋斗目标 (一)总目标 1、造林面积和新增(即保存)森林面积。 1991——2000年规划造林面积5000万亩,其中人工造林3200万亩,飞播造林400万亩,封山育林1400万亩,年均造林500万亩。“八五”期间,完成规划造林面积2757万亩,占10年规划任务的55％。其中人工造林1707万亩,飞播造林350万亩,封山育林700万亩。“九五”期间,完成规划造林面积2243万亩,占10年规划任务的45％。其中人工造林1493万亩,飞播造林50万亩,封山育林700万亩。到2000年新增森林面积3200万亩,森林覆盖率达到30.8％,到2000年,扣除6000万亩宜牧用地后,尚有宜林荒山2900万亩。 2、造林绿化的其他指标 (1)保存率。造林绿化综合保存率为64％,
