Since the 1990s, in contrast with the steady development of China’s health industry and the continual increase in the provision of health services, the demand for health services among residents in some regions has been suppressed to a certain extent, and both the quantity and scale of medical services have declined and shrunk to varying degrees. The number of hospital visits in the country fell from 2.614 billion in 1991 to 2.19 billion in 1995; the number of hospital admissions decreased from 52.92 million in 1991 to 50.33 million in 1995. The decrease in the number of demand and the increase in the level of supply have made hospitalization of medical services more constrained in hospitals. The utilization rate of hospital beds at and above the county level in the country has dropped from 81.4% in 1991 to 1991.
