情感联系构成的集体心理结构是,在得到来自于领袖人物的公平关怀和爱护的同时,集体成员彼此之间的相互关注,处于情感联系纵横交织的枢纽,调动和集中了集体心理的能量,并把它引向对外在形势与任务的投入的人,构成该集体的领导核心。单纯外在事态的突发性严重性并不足以产生危机。危机是相对于集体心理结构的状态、情感联系在领导核心上的松散和减弱而言的。危机的结构和发生机制,存在于危险事态—群众心态—领导核心三者的关系中。危机管理就是把特定阶段上三者之间的动态关系纳入到宏观社会管理的范畴。“非典”危机是由集体构成中情感联系的松散和减弱造成的。这是集体构成转型进程中的现象。制度化,是危机管理和改革开放的必然选择。
